BSNL Orissa is headed by a Chief General Manager with HQr. at Bhubaneswar. He is assisted by GM(Dev & Oper) and GM(Finance) for smooth functioning of the office. There are thirteen telecom districts in Orissa out of which seven are headed by SAG level officers, five by JAG level officers and one by STS level officer.

The telephone density of Orissa is highest in the coastal belt consisting of Balasore, Bhadrak, Jajpur, Cuttack, Kendrapara, Jagatsinghpur, Puri, Khurda and Ganjam revenue districts. The western belt consisting of Sundargarh, Sambalpur, Bargarh, Angul, Koraput, Keonjhar etc. are rich in mines; but the density of telephones there is less than that of the coastal districts. Other region comprising of Kalahandi, Nuapada, Bolangir, Sonepur, Phulbani, Boudh etc. have hilly terrain and are scarcely populated. The telephone density in this region is very low.
